Great idea.
Now to generate electricity you need to mount strong magnets on the rim and coil stationary at the bracket.
I would start with one magnet at each of the 'wings'.
The coil voltage will depend on number of turns, the amperage will depend on the wire size. Both will be greater with stronger magnets.
I hope that helps a bit to start.

Ultimately, you will want to have another stationary rim around it and have as many coils as magnets. Coil voltages would be added up.
That is a new type of wind generator that is to be built in Windsor, Canada.

The bigger the 'wheel', the mare power it can capture from the wind. If your wheel diameter doubles, your power quadruples.
